In a Blow to the Gun Lobby, Senator Warner Announces Opposition to Federally Mandated Concealed Carry Reciprocity

Washington, DC (May 3, 2017)  — Today, Senator Mark Warner (D-VA) announced that he opposes S.446, legislation that would federally mandate reciprocity for concealed carry permit holders across state lines. Concealed carry reciprocity has been the primary legislative goal for the National Rifle Association, and Warner’s announcement signals the policy is losing support. Senator Warner supported a similar provision in 2013.

Coalition to Stop Gun Violence Virginia State Director Lori Haas issued the following statement:

“We cannot thank Senator Warner enough for his decision to oppose this dangerous legislation. Virginia survivors, family members, and advocates have communicated with the senator for years, and we are overjoyed with his announcement. As a leader who is respected by people on both sides of this debate, Senator Warner’s opposition signals a sea change on this issue.

“Federally mandated concealed carry reciprocity is a dangerous proposal that conflicts with the values of most Americans. Allowing armed concealed carry permit holders from states with weak permitting laws to carry across the country has long been a priority for NRA leadership. Senator Warner — the NRA’s home state senator — sent a powerful message to them today.”
